No, you can't create a new account only use cataclysm, you must buy a original cd key to create a wow account, then burning crusade key and wrath of the lich king key to upgrade wow account, then use cataclysm. http://www.guy4game.com/world-of-warcraft-us/wow-cd-key/?aid=1897

Cataclysm is only an expansion. It doesn't come with any extra game time. I'm not sure what you mean make a new account for WoW. You can always make a new account Cataclysm or not. You just need an unused email account to register with.

Only original World of Warcraft comes with any "bonus" time. All the expansions are simply that, an expansion of content. On the box it states that cataclysm will require world of warcraft and both expansions.
